Fix D-Scanner linting issues (#9070)

* Fix UndocumentedDeclarationCheck linting issue

* Fix IfConstraintsIndentCheck linting issue

* Address feedback

* Fix publictests CI

* Fix old (libdparse) D-Scanner linting warn
