This PR fixes the PocketIC HTTP handler of the ICP's HTTP interface (endpoints /api/v2/... and /api/v3/...) to use the PocketIC time instead of the current time.
This PR also contains an unrelated changelog fix to avoid a separate PR for that changelog fix.
