Custom metrics are fairly expensive, and we shouldn't bother paying for them year round.

Custom metrics are fairly expensive, and we shouldn't bother paying for them year round.
(Note that we still get CPU metrics and anything else that the hypervisor is able to observe from the outside, and I believe those are free)
