This pull request includes minor updates to the language request template and a fix in the README file

• Updated labels in the new language request template to include emojis for better visual distinction. (.github/ISSUE_TEMPLATE/NEW-LANGUAGE-REQUEST.yml)
• Fixed a broken link in the README file by correcting the URL syntax. (README.md)
