chore: backport json tags for Height for ibc client proto

Description

For starknet integration we need these json tags, this PR is a backport of this PR => https://github.com/cosmos/ibc-go/pull/6640/files to the release/v8.5.x so we can tag and update the Osmosis node to enable it.

looks like there shouldn't be any particular issue here for backwards compatibility. Don't think we json marshal height anywhere in state. i think we just use json for ledger and in genesis
