description of pull request:

• part 1/2 PR for prod release (2/2 will be done in bump musig/ghost to 0.29 #106 )
• will need to update the feed chart deps once this is merged and released
• includes config needed for watchdog
• should not require any upstream changes to the values.yaml in the install script (so this is forwards compatible), and shouldnt break existing feed installations
