The startup flow for the Player is:

1. Player starts game, initiates websocket connection. Does not send any event to server.
2. Player loads save data from server, applies it.
3. The `on_save_loaded` function is called in PlayState, which in turn calls the same thing inPlayer.
4. Player sends initial full state to server, and sets it state from INITIALIZING to NEUTRAL.

If websockets are not enabled, or running offline, the flow is the same, but just happens instantly.
