chore[docs]: update readme about testing (vyperlang#4448)

- add comments to `quicktest.sh` explaining usage.
- remove `tests_require` from `setup.py` as that has been deprecated
- remove `pytest-runner` from `setup.py`
- update readme to reference quicktest.sh
