* early reorg of rate base asset - prep for total and partial rate base breakout

* first draft of breaking down utility_type and in_rate_base tags

* tweak util type breakdowns

* add break down of  utility type tag

* try to make the inputs/output of rate base breakdown the same

* fix the null util type allocation so the og and new sums are the same

* clean up and docs
