Expo integration

need to finish workers PR #291 (create separate branch experimental)
global event system for logging every action in the bundle pipeline
Satya is going to work on Haul this week, up until Dec 11th
Expo wants basic integration with Webpack for now

What happened recently

moved fixtures to fixtures/
make the HMR work with RN 0.49 plus edits to documentation.
docs on integrating mocking with detox using Haul
stick with Webpack version to 3.8.x because they fixed the bug in upstream which we relied on

manage old and stale issues
talk to Chudziak and Dratwa to help on #234
