MEMQ : Fast queue implementation using Memcached and PHP only

MEMQ is a fast queue implementation written in PHP using memcached as data store

Usage:
------
- MEMQ::is_empty($queue);
return TRUE if $queue is empty, else FALSE

- MEMQ::enqueue($queue, $item);
If $queue do not exist, MEMQ initialize it
Finally, Queue up passed $item in $queue
returns $id of the queued up item

- MEMQ::dequeue($queue, $after_id, $till_id);
Dequeue an item from $queue
$after_id and $till_id are optional paramaters for range dequeueing
