Attempted to do more cleanup, and to make sure all the names are changed from utarest to hgvs_dataproviders_rest.
@reece: It would be great if you could please make more changes as you see fit! And if you'd like, you can push a new version of the package to pypi (or ping me when you've finished reviewing, and I'd be happy to do it)!
