Update Verification Page

Description:

Verification Page needs to be updated. Changes required:

• duplicate the verification form so that there are 2 of the same forms on the page
• add titles to the 2 forms: "Verification for Emissions Report" and "Verification for Compliance Report"

Note: This may not be MVP. Depending on amount of work required from developers, we will defer it if it will take away time from the LFO workflow and Activity pages. Based on jan 21 discussion, may defer this.

Then the options are

• Corrected Compliance Report

Notes:

• For context, verification scope dropdown option currently says "annual report" even though its split into 2 pieces, compliance and emissions report, and one could be passed and one could be failed. The option now doesn’t account for that.
