Design Exploration: Updating Verification page to meet legal requirements

Verification Page may need to be updated or deferred, depending on amount of work required from developers. We will defer it if it will take away time from the LFO workflow and Activity pages. Based on jan 21 discussion, may defer this.

For context, verification scope dropdown option says "annual report" even though its split into 2 pieces, compliance and emissions report, and one could be passed and one could be failed. The option now doesn’t account for that. This may conflict with legal. How can we work around it with minimal changes. Pending business area to respond with what the dropdown options should be.

On the Verification page, consider adding an option to the "Verification Scope" field dropdown menu called "Emissions report"

For context

• Reporting operations are not part of OBPS so if users see the option "BC OBPS annual report", they will be confused. That's why we need to create a new dropdown option just for them called "Emissions report"
• Decision recorded here
  however, this may confuse regulated operations. how can we balance so that both regulated and non regulated are clear?

Thanks @zoeyli-46 - I like this as a solution. I do wonder (now that I see it) if this will add confusion to Regulated Operations. Let's chat about this when we have a minute.
