PIMS-2271: Upgrade frontend dependencies to their latest versions

The following packages are updated:

Update @mui/icons-material from 6.3.1 to 6.4.1
Update @mui/material from 6.3.1 to 6.4.1
Update @mui/x-data-grid from 7.23.0 to 7.24.0
Update @mui/x-date-pickers from 7.23.0 to 7.24.0
Update @testing-library/react from 16.1.0 to 16.2.0
Update eslint from 9.17.0 to 9.18.0
Update typescript-eslint from 8.19.1 to 8.21.0
