Create a Github Action that trigger's the test infrastructure running on code build. **Testing Done** I have developed and tested this workflow from my own fork of the repository.

This adds a github action that runs the tests against the code in the PR.
Testing
I tested this action in my own fork of the repository. The checks for this PR also demonstrate the tests running.
