autowarefoundation/autoware#5652 modifications is applied to
sync-files-templatesinstead ofautoware. The adjustments to ensure that this change does not apply to tier4 fork repositories with special release rules have already been completed.github-release.yamltier4/autoware.universe#1776github-release.yamltier4/autoware_launch#738How was this PR tested?
