Description
Previous PRs (in chrono order):
Now this PR aims to fetch only the necessary commits (PR commits) to get the list of modified packages.
Tests performed
See the tests made in:
feat(get-modified-packages): support retrieving diffs without fetching all autoware-github-actions#299
Both failure and success conditions were tested.
Tests were done on a complex PR with various ugly merge commits to make sure it won't fail.
Effects on system behavior
Build and test differential jobs will be about 2m20s faster.
