chore(helm): bump helm on CI to latest version

SUMMARY

We're currently using Helm v. 3.5.4 on CI, which is 3.5 years old. To support OCI repos without experimental env variables, we need to bump to a more recent release. This bumps Helm to the latest stable version and bumps the Helm Chart patch to test it works as expected. It also incorporates changes from #31614 which were merged into the PR (see villebro#1).

I am not sure but should we update bitnami chart versions as well? Current charts are outdated and it is filled up CVE issues.
