Release antsibull-core 3.0.0 (#153)

* Bump dev status from Alpha to Beta.

This should have happened some time ago IMO.
We can probably also bump this up even further,
but let's do that later.

* Fix instructions.

* Prepare 3.0.0.

* Use Python 3.12 for testing with antsibull and antsibull-docs.
