Escape characters that are not contained in ASCII by encoding them to their HTML/Hex representation.
Escape characers from ASCII that are not allowed in XML (codepoints 0-8, 11-12, 14-31, 127).
iks_malloc needs 1 more char as I see
Such a change was made because the uchar.h functions (mbrtoc32) required for Unicode conversions broke C99 programs that used this library.
