Checkconfig4 version 1.0

All tables need to be created without SQL script (should be fixed on the 1.1). You can take a look for fields at database_manager.pm

SQL Server is the only database supported for now (same story, you need to update the connection string and the database_manager.pm file to support MySQL if needed).
