Quick settings tile state is not updated on Android 7.1.2

Bug: the tile doesn't change active and inactive state.

Fix: none.

Below is the comment from engineering team for this issue. "This is a KI and should be fine in the O-preview, sadly there is nothing we can do about 7.1.2 at this point." Hence closing this issue as released.

Unable to add tile

Bug: while trying to drag any tile to the quick settings layout, the tile disappears.

Fix: add all the tiles that are shown right before those that belongs to Tiles. You can always remove those that you didn't want to add.
