Created a gausssian_fuzzy_set.c ,which will aid in future Fuzzy Inference System, this is a part of it, like triangular fuzzy set

Notes:
We can do fuzzy operations in fuzzy set whose membership function resembles gaussian nature, in future i will add a fuzzy inference system algorithm used in modern control system
