[CELEBORN-1437][FOLLOWUP] Update metrics document link of README.md

### What changes were proposed in this pull request? Update metrics document link of `README.md`. ### Why are the changes needed? `METRICS.md` has already been merged into `monitoring.md`, which should update the link in `README.md`. ### Does this PR introduce _any_ user-facing change?
