User cannot pass DOP(degree of paralleism, -j${N}) for ACL build

Lines 139 to 143 in d85b609

include(ProcessorCount)
ProcessorCount(N)
if((NOT N EQUAL 0) AND BUILD_EXT_MULTITHREAD)
list(APPEND SCONS_OPTIONS -j${N})
endif()

Currently user can only do linear build (like -j1) or full parallel build (like -j${PROCESSOR_COUNT}) according to BUILD_EXT_MULTITHREAD switch.

What!

Let's make a way to build ACL in user configured DOP
