[onert] Remove ArgMinMax CL extension (#14405)

This commit removes ARMCompute CL extension for ArgMinMax. ArgMinMax extension is introduced to support int64 output type, but it is supported by ARMCompute now. ONE-DCO-1.0-Signed-off-by: Hyeongseok Oh <[email protected]>
