Compliance checks
CERN, as SCOAP3 host organization and signatory of contracts with publishers for the benefit of the initiative, is responsible for making sure that the content delivered by publishers is compliant with the contractual specifications. The compliance check verifies that all received articles are eligible for full payment by validating several requirements such as the correct arXiv category, a timely delivery, correct license information, all required full-text files and appropriate markings in these files.
If either one of the following checks is not passed, then the article will be considered as non-compliant.
For each article from the partially covered journal, the primary arXiv category has to be one of the following: hep-ex, hep-lat, hep-ph, hep-th

Each article needs to contain a defined combination of xml
, PDF
and/or a PDF/A
full-text files in addition to the provided metadata.
Each article has to be available for our automatic harvester not later than 24 hours after its publication (DOI registration). We validate the date of publication through the Crossref API.
Each article has to include in it's text a statement that it was Funded by SCOAP3
.
Each article can include copyright information, but the copyright must not belong to the publisher. It is acceptable if an article does not contain any copyright information but refers to the CC-BY license instead (see below).
The articles must be licensed under a Creative Commons Attribution License (CC-BY) and has to include the corresponding marking. (e.g. Open Access under CC-BY license

- publisher, journal, DOI and arXiv fields are stored together with other compliance information outside of the articles metadata - this is useful when the record is deleted from repository but we still need to know about this.
