UKCore STU2 Ballot action is to revert patient.communication.language to base, set strength to required, and and allow other languages via the codeableconcept.
Error is: "ERROR Inappropriate CodeSystem URL "http://snomed.info/sct\" for ValueSet: http://hl7.org/fhir/ValueSet/all-languages [ Location - Patient.communication[0].language] [ Location - Line 1, Col 3219]"
As per Ryans investigation, this is a known issue with that element / valueset: hapifhir/hapi-fhir#4152
