This PR adds a test instance for Infinex treasury dashboard.
Tests are fixed to run on DevDAO and Infinex, with different expectations since one instance is configured to be able to link proposals, and the other is not.
The inventory of FT and NEAR tokens is mocked, to ensure that the insufficient tokens warning does not appear, but also it's observed that if the response from https://api3.nearblocks.io/v1/account/treasury-devdao.sputnik-dao.near is
{"account":[{}]}, then the token select dropdown disappear ( should reproduce this in a separate test )
