Summary

Adds the wp-browser testing framework, configuration, database and example simple Plugin activation/deactivation tests used on other WordPress Plugins.

Further tests to be added in a later PR for ease of review.

• ActivateDeactivatePluginCest: Test that Plugin activation and deactivation works without errors
