update compat for ColorTypes, bump version

ColorTypes.jl released another version.
StaticArrays.jl released a few more versions; the prior spec ".., 1.0" should cover them.

We also need to get GHA CI going here to do double checks. I am slowly porting packages in JuliaGeometry over to GHA, but it is a fairly manual process.

Do we really want to spent time on keeping this package alive?

No. But there are several interesting packages downstream that use this, so it is worth it until they can migrate. I think things like CI and minor compat bumps are a good use of time. E.g. maintenance. I think there may be some dependent packages that bring people to Julia (robotics ecosystem for example still uses this) and we should still try to provide them a good first experience.

That said, this org has been time allowing for me since geometry is no longer my primary focus, though I intend to be a good steward since there is clearly a growing interest in this org in the past year or so.
