New event: Monadic Cognomerge

About The Pull Request

Adds a new event that applies a random negative quirk to everybody on the station level. There are two variants, both of which naturally last between 15 and 45 seconds, but the latter variant selects from a list of harsher quirks (due to this, it's rarer).

Why it's Good for the Game

More events have been requested that are low-pop appropriate.
