Replace deprecated function usages from build.gradle files. Also includes: - Upgrade AGP to more recent version - Upgrade library dependencies to more recent versions - Upgrade Android cmd line tools version used by CI workflows - Add separate AndroidManifest.xml for tests - Fix lint errors
