Managing what we can about the development environment will ease onboarding. Of course it requires developers to have docker and docker-compose installed; but these are more useful than installing postgresql on their machine and forgetting about it (:sweat_smile)

This PR tries to set up the development database in docker. Instructions are in the readme.
I moved the previous content of the readme to #4.
You can confirm that it works by running the instructions in the readme.
