Add G/R/S to the Pen tool to control the outgoing segment handle #2211

Partly closes #1870

  1. G grabs (translates) the current segment's connected outgoing handle
  2. R rotates the current segment's connected outgoing handle about its anchor
  3. S scales the current segment's connected outgoing handle about its anchor
  4. Chaining of GRS discord-chat

Note: This pr does not respect collinearity. This will be addressed in a follow-up PR involving the C key for toggling collinearity .
