In cases where these events are expensive or error-prone to compute - such as extracting function bodies from files - this should ensure that those costs are only paid for users who have opted into telemetry collection.

When a user requests verification of an individual function, via the code lenses that #152 introduced, the server will record the name, body, and spec (if any) of that function in a telemetry event.
