Equilibrium Stable v48

This version is intended to be released before the upcoming tourney. It also has a hotfix for an issue which happened due to faf changes.
Important changes:
Seabed revealing code implemented for a bunch of units
Fixed a bug with UEF ACU nano upgrade
Implemented re-assisting on rebuilding feature for t3 engies and sacus
Changed the strategic icon of quantum gateways
Adjusted watervision on wagners
Some minor adjustments to t3 land balance
A bugfix for aeon tmd redirecting things it shouldnt
