[HCBS] Create Placeholder for TA and CI Reports

Description

This PR adds two new reports to the HCBS Dashboard page.

How to test

1. We're keeping the flags set to true for dev, false for val and prod -- this way you should be able to see the TA and CI portals when testing.
2. Login and view portals (should match photo above), make sure each one goes to a broken page (fine for now)
