I have not found anyone serious enough to overtake development of this app (and I do not believe I will) -- this project is now officially publically archived.
PixaPecil is a free and open source pixel art editor for Android.
The app uses the following two permissions:
android.permission.WRITE_EXTERNAL_STORAGE(Android 10 and below) - this is for saving your creation as an image file in your systemandroid.permission.INTERNET- this is for the 'Import Lospec Palette' functionality
