Change GEOS-Chem branch name to diverge from version used in CESM-GC 2.1

CESM-GC using CESM 2.1 used GEOS-Chem 13.1. The GEOS-Chem version used in development for CESM 2.3 is 13.3. Signed-off-by: Lizzie Lundgren <[email protected]>
