Replace CUDA::nvToolsExt with CUDA::nvtx3 in GraphBLAS_CUDA and add the preprocessor definition to actually use it.
Needed for `SuiteSparse_free`, `SuiteSparse_malloc` and others.

This adds a new runner to the CI that builds the libraries with CUDA using MSVC on Windows.
It also contains some minor changes that were necessary to have the CI passing on the new runner.
