The grub2_enable_fips_mode rule is very complex and many of packages needed for it don't seem to exist in RHEL 10.

The grub2_enable_fips_mode rule is very complex and many of packages needed for it don't seem to exist in RHEL 10.
Rationale:
Fixes #12879
