This is the first working edition of these tools, and tagged as a release in case anyone has a wish to see how SRT can be wrapped using a ManagedCLR approach.

I consider this approach EOL (since ManagedCLR is not available on Linux), and so later releases use the SWIG tool to create binding for C# that can be used instead.
