Add AzApi extension to dev container and recommendations

Description

Adds the Microsoft Terraform AzApi Provider vscode extension to the dev container extensions and the vscode recommended extensions.

Many of the AVM Terraform modules use the AzApi provider and I think it would be nice to also have the extension installed to help with authoring.

Also adds the EditorConfig extension, that was in the suggested, to the dev container.

Some whitespace diff in the .devcontainer/devcontainer.json was caused because the original file was using CRLF line ending, in contrast to the editorconfig settings and also had mixed tabs and spaces indentation.

    • Someone has opened a bug report issue, and I have included "Closes #{bug_report_issue_number}" in the PR description.

  • Breaking changes.
  • Update to documentation
