Allow users to upvote and downvote on decaying movies.

GIve users the ability to upvote and downvote on movies that are decaying and depending on the upvote to downvote ratio that would determine if the movie will stay in the current cycle or not.

Well the point of decaying videos is to "get rid" of movies that noone voted on - so i dont think such a mechanic should be necessary - after decaying a movie it will be blocked for only a limited time (i.e. 2 months) from adding it again, not forever.
