I'm wondering if I could create a GitHub action or some other program that takes the name of a public GitHub repo and looks over the file structure to see if the standard "helpful Hacktoberfest things" are present:

  • README that is longer than 5 lines and recently updated
  • Code of Conduct
  • Contributing guide
  • Issue template
  • Pull Request template
