What would you like to be added:

在hcso上买了个裸金属，ipmi网络不通，物理网络是通的，想直接纳管裸金属。

参考 #18750 的实现，没有ipmi，cloudpods都可以给它安装个操作系统。

那我现在相当于不用它的ipmi，原理应该类似。

希望能够支持这种场景 ~
