Issue 1 : While hovering over the element with the tab then the black line appear in the identification which doesn't make any sense in UI.

Issue 2 : In the element like Identification , Basic Activity Information the click event is triggering two actions.

1. Opening the Help Text Box.
2. Hovering to the respective filled elements.
   I don't think this is user friendly.
   

Issue 3: The element gets selected when the user use Esc key to close the pop up. (Refer Video for more clear views)

Issue 4: The pop up does not stay open for the additional forms like add participation org, add location etc. inside the element.

Issue 5: The pop up should not overlap the footer section.
