Recipient country "completed" ticks do not always check recipient region completeness

This is a very specific scenario, but one that has confused a few end users. It relates to the "completed" ticks for recipient-country in the left hand menu of activity data elements.

I've attached a video to illustrate the steps below:

Steps to replicate:

• I half-populate the recipient-country element (leaving percentage blank or entering percentage = 0%)
• I realise that I want to populate the recipient-region element instead and complete this with percentage 100%
• I go back to delete the recipient-country element I no longer need.

Expected result:

• The recipient-country information is deleted from the activity overview page
• Both recipient-country and recipient-region in the left hand menu of elements are marked as "completed" because I have successfully populated recipient-region

Actual result:

• The recipient-country information is deleted from the activity overview page (correct)
• recipient-country is marked as "not completed" in the left hand menu of elements (incorrect)

User issues:

• This affects the activity "publishing progress" score and makes the user think they need to populate recipient-country in this scenario
• Recipient country & region logic can be complicated, so this risks confusing the user further
